China's automobile production and sales have ranked first in the world for nine consecutive years. Under the background of increasingly tense fossil energy and severe environmental governance situation, new energy vehicles have ushered in a leap forward development
in recent years, the development momentum of new energy vehicles has been strong. New energy vehicles save petroleum fuel, zero emissions, reduce environmental pollution, low use cost, quiet and comfortable, simple operation, but at present, they also have defects such as slow and inconvenient charging, high manufacturing cost, short mileage and so on. The promotion and popularization of new energy vehicles, with the progress of power batteries and vehicle technology, the convenience of charging has become a limiting factor. The main problems in the construction of charging facilities in our city at this stage are: (1) it is difficult to install charging facilities. Despite the efforts of the charging capacity year, the facility construction, operation and management policies are restricted by multiple factors in the implementation process, and there are many difficulties and obstacles. For example, many community properties do not support the installation of charging piles. How to resolve the "last mile" obstacle of charging piles? (2) It is difficult to find and use charging facilities. The information of different operators is not interconnected, so it is difficult to find charging facilities. The insufficient maintenance of charging facilities and the signing of the strategic cooperation and procurement framework agreement between Xinlun composites, a wholly-owned subsidiary of the tanker occupation company, and Funeng technology have all affected the use of charging facilities. (3) The supply of charging facilities does not match the demand. At present, although the city has initially established a charging service network to provide charging services for buses and all kinds of electric vehicles. 1 Accelerate the construction of charging pile infrastructure. To include charging facilities in the scope of infrastructure construction, in addition to new residential areas, old area reconstruction and road planning, commercial places and public parking lots, a certain proportion of public charging piles should be forcibly built in existing residential areas according to the number of parking spaces
2. Promote the implementation of charging facilities construction policies. The key to the implementation of the policy is the "last mile" problem, and the key is the construction of charging piles. The construction of charging piles involves the relationship between construction enterprises and power, property, urban management, transportation and users, maintenance, charging and other parties, which is relatively complex. To a certain extent, the advantages of funds and resources need to be dispersed. The government should take the initiative to take responsibility, guide and coordinate the interests and relations of all parties, and solve specific problems. Promote the implementation of policies by improving the policy rules for charging installation and construction, such as the fire protection requirements for the installation of charging facilities in existing residential areas, the progress management of power supply capacity expansion and transformation, cost bearing and subsidies, etc
3. Do a good job in power planning and construction. Fully consider the construction of supporting electricity for charging infrastructure, actively follow up and cooperate with the government in the preparation of electric vehicle charging infrastructure construction planning and urban planning, strengthen the construction of transmission and distribution, and provide sufficient electric energy for charging infrastructure. Accelerate the implementation and construction of charging pile installation supporting projects
4. Deepen the application of "interconnection +" technology in the operation of charging facilities. Build a charging facility operation service platform integrating facility monitoring, charging service, diversified payment, etc., and realize the interconnection between operators, charging piles, and vehicles, so that users can find, use, and pay charging equipment without obstacles
5. Encourage enterprises to innovate. In terms of technology, charging technology innovation is active, and high-power charging, wireless charging, plug and play, automatic plug and charge and other technologies have begun empirical tests. In terms of management, charging operators have gradually extended to the upstream and downstream of the new energy vehicle industry chain, involved in car rental, sales, maintenance, batteries, parts and other fields, achieved the deep integration of car piles, and cultivated the charging market. Actively explore and innovate in the management of charging scenarios. Win win business models such as private pile exclusive allocation and sharing, public customized products and customized services, parking lot resource utilization and benefit sharing, platform opening and data sharing, in order to make efficient use of charging facility resources and provide users with the best charging experience
6. It is necessary to set an access threshold and improve the management system. It is required that the construction of charging facilities should comply with the national, industrial and local technical standards and technical specifications for safe operation of charging facilities, and can enjoy policy subsidies only if they meet the relevant provisions. Through the financial reward and subsidy policy, enterprises with advanced technology and management should be guided to invest in the construction of charging equipment in our city
